after choosing 'normal' visual effect in the 'appearance preferences' i cannot scroll from workspace to workspace. i can scroll the workspace by scrolling the wheel on desktop but i don't want it. how can i change it back?

It sounds like you want the Desktop Wall plugin and possibly Viewport Switcher. Try the following:

Then go to System->Preferences->Advanced Desktop Effects and make sure that Desktop Wall and Viewport Switcher are enabled.

THat is no solution. THis only makes it work when scrolling on the desktop. This person wants, like me, the compiz viewport-switcher to be scrollable. When scroll, then switch desktop/viewport.

Umm I'm a little confused what you are wanting to know. If you want to be able to switch between workspaces by scrolling then get CompizConfig and enable the Viewport Switcher. Just check what vor said. But that is not what you want to do, then please clarify your problem.
